Hydroquinone Re-evaluation & Summary To Be Revealed By FDA

The FDA is going to update the public with a summary of all their past and current studies/tests involving the cytotoxic substance hydroquinone.

On this blog I only advocate hydroquinone as a localized pigmentation treatment. I've mentioned several times that I think it is a very effective skin bleaching agent that can really help correct legions like melasma patches, dark spots, freckles and acne marks.

As many of you know, hydroquinone is banned in several countries. The effects of hydroquinone are unknown to the skin and body after prolonged usage (6 months+). I will admit though that nobody really knows the severity of hydroquinone's effect. A lot of the horror stories are coming from people who use concentrations well above 4 percent which dermatologists never prescribe. Aside from that, these people are not wearing adequate sunscreen which is beyond pivotal when using HQ.

The interesting thing about this new action by the FDA is that is giving us (the public) a definite answer or judgement on the hydroquinone issue. The possibility that hydroquinone can be a valid skin lightening option is out there.

Hydroquinone Studies Under The National Toxicology Program (NTP)



Why are we issuing this Q&A?


We, the Food and Drug Administration (FDA), receive many inquiries from the public regarding the regulatory status of OTC skin bleaching drug products containing hydroquinone. Therefore, we are providing the following update which summarizes our past and current actions regarding the safety and efficacy of hydroquinone.


What is hydroquinone?


Hydroquinone is a skin bleaching ingredient used to lighten areas of darkened skin. In 1982, we published a rule1 to propose that OTC skin bleaching drug products containing 1.5 to 2 percent hydroquinone be generally recognized as safe and effective (GRASE). This rulemaking represented the recommendation of a panel of experts from outside the FDA that reviewed the available data and information regarding the efficacy and safety of hydroquinone at the time. Subsequently, we published a proposed rule1 in 2006 after considering new data and information on the safety of hydroquinone. The 2006 rule proposed to withdraw the 1982 rule that recommended hydroquinone be GRASE because of evidence indicating that hydroquinone may act as a cancer-causing agent (carcinogen) in rodents (rats and mice) after oral administration. Hydroquinone also has been linked with a medical condition in humans known as ochronosis (skin darkening and disfiguration) when it is applied topically. In the 2006 proposed rule, we recommended that additional studies should be conducted by the NTP and/or industry in order to determine if there is a risk to humans from the use of hydroquinone. In the interim, we believe that hydroquinone should remain available as an OTC drug product.


What is the NTP and why is hydroquinone being studied under the NTP?


The NTP consists of scientists who evaluate substances for a variety of health-related effects. The NTP provides the study results to Federal Regulatory Agencies such as the FDA so that we can use the results to make better informed regulatory decisions. We believe that additional animal studies, such as dermal toxicity and carcinogenicity, are needed to better understand if topically applied hydroquinone may be harmful to humans. After we published the 2006 proposed rule, we received many submissions from the public, but none of them included new study data. Therefore, we nominated hydroquinone for further study by the NTP. We believe that the NTP studies are necessary before we can determine whether hydroquinone is safe and effective (GRASE) when used in OTC skin bleaching drug products.


When will the NTP hydroquinone studies begin?


Our nomination of hydroquinone was reviewed at a public meeting of the NTP Board of Scientific Counselors on December 10, 2009, at which time the nomination was approved. The proposed studies are:


- comparative metabolism studies in rats and mice by the oral and dermal routes


- reproductive toxicity study by the oral route in rats and mice


- dermal carcinogenicity studies of hydroquinone in mice and rats

Great work! pls let us know what the final verdict is. am curently using 4% hydroquione,. i really dont want to. But i cant seem to find a very effective lightener for dark skin that doesnt clog my pores! so i use obagi clear. no clogged pores at all! but am really nervous of the side effects

I am really curious as well since up to this point, the only negative side effects on humans (not lab rats) occured in people who 'misued' the HQ and used concentrations up to 10-20 percent (illegally in places in Asia, Africa etc.) and ofcourse not practicing sun protection.

In the back of my mind I always wonder if HQ can be a valid overall lightener afterall if used in a controlled manner (sunscreen daily, nothing above 4 percent and used sometimes at night with a alpha hydroxy acid product or retinoid).

I a hq user 4% obagi or maxipeel and for my skin nothing beats it
I think if you are already a lighter skin there are much ore things tht will work but for a darker skinned black female i have yet to see anything work even close to what hq does for skin lightening

Bare in mind i use high quality sunscreen EVERYDAY la roche posay or bioderma

y skin has never had that bleached put appearance which i only see people getting at high percents with mercury and steroids...


Never the less the FDA findings will be interesting

That's great to hear you're getting positive results from HQ. It's interesting to break down this wall I had for it for such a long time. I rarely mentioned HQ on my blog but as I delve into my own research on it I find there are some success stories. I'm sure using a high quality sunscreen like you do plays a huge role in this :D

Im glad to see you are becoming more open with hq use for people who donot abuse it and darker skinned females like myself it has to get the gold star lool

I have never gone above 4% i really think this is the key

You're right. Abusing it is one thing, but using it correctly is another. I still advocate it as a spot treatment as opposed to overall, but if you are using under 4 percent, and using sunscreen daily you should be good.

I'm glad it's the gold standard for you. :)
